LEXINGTON (OCTOBER 16, 2024) – Opportunity for Work & Learning (OWL) President & CEO Tony Higgins has announced plans to step down before the end of 2024, following 22 transformative years with the organization.
“Tony has spent nearly his entire professional career serving OWL. He has been a staple in the organization and will be missed. His tenure has been meaningful in many ways including the relocation of Lexington Manufacturing Center (LMC) to the burgeoning Turner Commons area, improvements to the Employment and Training program and the launch of Skilled Trade Academy. The dedicated staff at OWL will continue to uphold the mission of this great institution while moving forward to the next chapter,” said Karen Hawkins, former OWL Board Chair (2023-2024).
During his time as CEO, Higgins guided OWL through significant industry shifts and led substantial program expansion, implementing initiatives that will leave a lasting impact on the community.
One notable initiative was the founding of Skilled Trade Academy, OWL’s pre-apprenticeship program. Skilled Trade Academy provides a pathway into construction trades, helping people from all walks of life achieve employment and addressing the critical need for trade workers in our community.
Under Higgins’ leadership, 2024 marked a milestone year for OWL. The organization saw a 36% increase in positive employment outcomes, referring to the number of job placement and retention milestones achieved by individuals served through their employment and training services.
“Serving OWL’s job seekers, participants and staff is the greatest honor of my life,” said Tony Higgins. “The team is talented, committed to the mission, and I am confident they will continue to make a lasting positive impact on those we serve.”

OWL will soon launch a search for Tony’s successor.
